These remind me a little of Antony Gormley's 'Another Place' statues, which are revealed and submerged with the tide, at Crosby Beach. I wrote a poem about it in The Shipwrecked House, called 'Journeys of Evaporation', which disintegrates on the page.

This new piece, by Jason deCaire Taylor, can be seen in London, and is meant to raise awareness about climate change. It features two suited politicians and two children riding horses. The horse's heads have been replaced by oil-well pumps (also called "horse heads"). It's a little on the nose, but it must be a fantastic thing to see the sculpture be revealed throughout the day....

You can see it in London until 30th September.
